    b. Project delivery approach and framework

    Our Project Delivery Framework provides required templates, instructions, and guidance to ensure major information technology projects are successfully delivered and compliant with statutory requirements. It applies to major information resources projects over $5 million, with PM Essentials templates available for smaller projects. 

    Step 1: Initiate

    In this step, you will define your project’s scope and budget.

    Step 2: Plan

    In this step, you will finalize the scope, budget, schedule, and deliverables of your project. You’ll also create plans to guide the project through execution and closure.

    Step 3: Execute

    In this step—typically the longest—you will build the project’s deliverables and present them to the project sponsor for sign off.

    Step 4: Monitor and Control

    In this step, you will track, review, and regulate your project’s progress. Once your project begins, you will use the required Monitoring Report to document the project’s status. You’ll deliver this report to the QAT on a schedule the QAT determines—e.g., every month, once per quarter, etc.

    Step 5: Closing

    In this step, you’ll determine what went right, what went wrong, and what lessons you can learn for your next project. Use this document to compare the results of your project to what you initially outlined in Step 1. 

    The Quality Assurance Team (QAT) reviews submissions, monitors project progress, and reports to state leadership. Annual QAT reports highlight risks and lessons learned across agencies.

    How to Obtain Quotes and Place Orders through Intone's Contract Number DIR-CPO-6074

    1.

    Begin Your Engagement

    Contact Intone’s DIR representative to initiate the process. We’ll help you identify the right service model for your needs – whether staffing, project‑based, or full IT solution.

    2.

    Collaborate on Requirements

    Work with Intone to define your project’s scope, including objectives, roles, deliverables, schedules, compliance needs, and budget.

      3.

      Draft the Statement of Work (SOW)

      Use the official DIR SOW template and include all key components: scope, deliverables, service levels, schedule, and acceptance criteria.

      Submit for DIR Review (State Agencies Only)

      Texas state agencies, excluding higher education, must submit both draft and final SOWs to DIR for approval before procurement. Local governments, K–12, and out-of-state entities are exempt.
      Note: Per Texas Government Code §2157.0685, state agencies must submit SOWs over $50,000 to DIR for review and signature before vendor engagement or payment.

      5.

      Finalize Pricing & Terms

      Upon receiving the Statement of Work (SOW), Intone will provide a formal written response detailing the proposed approach, and will work with the customer to finalize pricing and service terms in full compliance with the DIR requirements.

        Issue Purchase Order (PO)

        7.

        Service Delivery Begins

        Upon PO receipt, Intone will begin service as outlined in the approved SOW.

          Warranties and Return Policies*


          Warranty and return policies do not apply to DIR Contract DIR‑6074, as this contract covers services only. No physical goods or hardware are sold under this agreement.


          Intone Networks delivers IT services through DIR Contract DIR‑6074 under the Texas Department of Information Resources (DIR) Cooperative Contracts Program. Services offered under this contract include application development, maintenance, and support; technology upgrade, migration, and transformation; enterprise resource planning (ERP); and project and program management. This is a services-only contract—no hardware or software may be sold through it.

          DIR Contract DIR‑6074 helps public organizations streamline procurement by eliminating the traditional RFP process and accelerating access to high-quality IT services. The contract is available to Texas state and local governments, public education institutions, and other eligible public entities in and outside of Texas. Resellers are not authorized under this contract.
